I would argue that Truman leaped into the war criminal nominations well before either Hiroshima or Nagasaki, but that the two atom dumps merely solidified an already unconscionable record of civilian slaughter. Robert McNamara, one of the analysts who helped prepare the U.S. firebombing bombing strategy that decimated Tokyo, Yokohama, Kobe (where Grave of the Fireflies begins), and a fistful of other cities, agrees stating that if America had lost the war, they would certainly all be up for war crimes. The use of the atomic bomb was a very bad thing, but it was a mere drop in the bucket for that administration.
